Joaquim “Russuo” Fonseca is a Timorese diplomat, activist, and civil society leader whose career spans the struggle for independence, the consolidation of national sovereignty, and the strengthening of Timor-Leste’s global presence. In this capacity, he played an instrumental, high-stakes role in maintaining secure, underground communication channels between the captured Commander and President of the CNRM/CNRT in Cipinang prison with the rest of the active liberation movement and Indonesian solidarity groups.

Early Life and the Resistance Movement

Born and raised in Timor-Leste during the period of foreign occupation, Joaquim “Russuo” da Fonseca became involved at an early age in the student movement, which played a crucial role in mobilizing political resistance and international solidarity for the Timorese cause. As a sworn member of the student resistance organization RENETIL, he took part in organizing RENETIL members across Indonesia during one of the most perilous chapters of the liberation struggle.

During these high-pressure preparations for the referendum, the Secretary General of RENETIL, Fernando Lasama de Araújo, personally entrusted Joaquim da Fonseca and his compatriot Metódio Caetano Moniz “Lalatak Matebian” with a unique historical responsibility: designing the official pro-independence logotype that was ultimately placed on the ballot paper for the Popular Consultation.

Within the organization, he appointed to several key leadership positions, serving as Secretary for the Kalohan Region in Yogyakarta and later as Secretary for the General Directorate in Indonesia. In this capacity, he played an instrumental, high-stakes role in maintaining secure, underground communication channels between the captured Commander and President of the CNRM/CNRT in Cipinang prison with the rest of the active liberation movement and Indonesian solidarity groups. Parallel to his internal leadership within RENETIL, Russuo actively participated in strategic advocacy and lobbying campaigns to mobilize vital international diplomatic support for Timor-Leste’s self-determination. Under this shared leadership, RENETIL cemented its legacy as one of the most influential student organizations fighting for Timorese independence and democratic rights.

In early 1999, Russuo joined his compatriots at Yayasan HAK to help lay the groundwork for the historic, UN-backed Popular Consultation. He was tasked with analysing and compiling sensitive data on human rights violations across Timor-Leste, including detailed reports on state-backed militia and military violence against civilians. These findings were then strategically disseminated globally through human rights advocacy and solidarity networks to build international pressure.

From 2013 to 2019, he served as Ambassador Extraordinary and Plenipotentiary of Timor-Leste to the United Kingdom, with concurrent accreditation to the Netherlands. In addition to his diplomatic responsibilities, Joaquim da Fonseca was appointed as Agent of the State, representing Timor-Leste before the International Court of Justice and the Permanent Court of Arbitration. These roles placed him at the centre of landmark international legal processes affecting the country’s sovereign wealth and required a profound understanding of international law and diplomacy.

Furthermore, these reports on human rights abuses and security breaches were brought directly to the attention of the United Nations Assistance Mission in East Timor (UNAMET). Alongside the raw data, his team provided UNAMET with actionable recommendations to protect civilians leading up to the referendum. Locally, despite the risks to their own security, they held regular press conferences to keep the public informed and vigilant.

Championing Human Rights and State-Building

Following the restoration of independence in 2002, Joaquim da Fonseca dedicated himself to the challenging task of building democratic institutions and strengthening the rule of law in the new nation. He offered his contributions to state-building through his work in the civil society by continuing to engage with Yayasan HAK, one of the country’s most respected human rights organizations. At Yayasan HAK, he served as the Head of the Human Rights Advocacy Division and, subsequently, as the Head of the Policy and Advocacy Division.

During this critical period of national transition, he coordinated the monitoring of the domestic human rights situation, produced crucial policy analyses on draft legislation, and engaged closely with the United Nations mission and international partners to address the legacy of past violence while safeguarding fundamental rights. 

Simultaneously, he was an active participant in the civil society movement defending Timor-Leste's economic sovereignty. As a member of the Movimentu Kontra Okupasaun Tasi Timor (MKOTT), he advocated fiercely for a fair and just delimitation of the maritime boundary between Timor-Leste and Australia in the Timor Sea—a sovereign struggle he would later champion in an official, state-level capacity on the global stage.

Government Service and Conflict Resolution

His expertise in human rights and governance soon led him to serve in the government of Timor-Leste. Within the Ministry of Foreign Affairs and Cooperation, he worked as a Human Rights Liaison Officer and report drafter, responsible for coordinating Timor-Leste’s reporting obligations under international human rights treaties, including the Convention on the Rights of the Child. This work involved coordinating consultations across government agencies and civil society organizations, at the national and municipal levels across the country. 

Joaquim da Fonseca later served in the Office of the Prime Minister during the II, III, and IV Constitutional Governments. As Human Rights Adviser, he coordinated government policies in the area of human rights and helped develop legislative framework to strengthen national protection mechanisms, including the initiatives which led to the establishment of the National Commission for the Right of the Child (now INDICCA – Instituto para a Defesa dos Direitos da Criança). During the IV Constitutional Government, he served as the Civil Society Adviser to the Prime Minister, contributing to the development of strategies and mechanisms for partnership between government institutions and civil society organizations. In this role, he helped establish frameworks for dialogue, consultation, and cooperation between government agencies and civil society, and the establishment of the Civil Society Funds, which remain important pillars of democratic governance in Timor-Leste.

In his role as the Civil Society Advisor to the Prime Minister Xanana Gusmao, Joaquim da Fonseca was tasked to lead the dialogue process aimed at solving the problem of the “petitioners”. He was also part of the team responsible for resolving the case of Major Alfredo Reinado. His role involved facilitating dialogue and contributing to strategies for the reintegration of the “petitioners” into civilian life. This experience deepened his commitment to peaceful conflict resolution and inclusive political dialogue as essential foundations for national stability.

Diplomatic Career and International Legal Advocacy

In recognition of his diplomatic skills and policy experience, he was appointed to the diplomatic service of Timor-Leste in 2009. He became the first resident Permanent Representative of Timor-Leste to the United Nations Office at Geneva, concurrently serving as Ambassador to Switzerland and Monaco. During his tenure in Geneva, he represented the country in numerous international forums, including the United Nations Human Rights Council. His work focused on strengthening Timor-Leste’s engagement with multilateral institutions, and he played a pivotal role in the preparation and presentation of Timor-Leste’s first Universal Periodic Review at the UN Human Rights Council.

Ongoing Commitment to Civil Society and National Reconciliation

Throughout his career, he has remained actively engaged with civil society and the legacy of the resistance movement. He is a founder and board member of Fundação Haburas, an environmental organization dedicated to promoting sustainable development and environmental protection in Timor-Leste. He is also a long-standing member of the human rights community associated with Association HAK and continues to maintain close connections with organizations that emerged from the independence struggle.

Since 2018, he has served as Secretary General of RENETIL, helping to maintain the organization’s legacy while promoting dialogue between different generations of Timorese society. More recently, Joaquim “Russuo” Fonseca served as spokesperson for the Working Group on Timorese Reconciliation. In this capacity, he helped facilitate grassroots reconciliation meetings between victims and perpetrators of the intra-Timorese conflicts that occurred between 1974 and 1999. Through public dialogue and community engagement, he actively participated in the process of promoting healing and national unity, reflecting his long-standing commitment to reconciliation and national cohesion.

Joaquim da Fonseca holds a Master of Science degree in Management of Non-Governmental Organizations from the London School of Economics and Political Science (LSE) in the United Kingdom, where his research focused on social movements in Timor-Leste.
