As a candidate for the presidency of the Democratic Republic of Timor-Leste, Joaquim da Fonseca presents himself as a leader shaped by the history of the resistance, committed to democratic governance, and dedicated to defending national sovereignty while strengthening national unity and the integrity the state’s institutions. His career reflects a consistent commitment to dialogue, reconciliation, defence of sovereignty and the primacy of the rule of law.
He enters the presidential race with the conviction that the next chapter of Timor-Leste’s development requires leadership capable of bridging generations, consolidating democratic institutions, and ensuring that the values of the struggle for independence continue to guide the future of the Republic.
Under the guiding philosophy "Prezidente ba Timor-Leste — 1 De’it" (Nasaun 1 – Povu 1 – Futuru 1), Joaquim “Russuo” Fonseca’s candidacy marks a defining evolution in Timorese statecraft. His vision transitions the nation from a reliance on historical, charismatic leadership to an era of robust, rule-based institutional legitimacy aimed at the true liberation of the people (Libertação do Povo). Rather than attempting to operate as an executive manager, he positions the President as a non-partisan sovereign mediator and institutional shock absorber who safeguards the State through four strategic pillars and seven non-negotiable red lines.
Pillar 1. National Unity
National unity is the source of our greatest collective strength. It is the living bridge that connects the historic sacrifices of our liberation heroes with the vibrant energy and innovation of our youth. To lead Timor-Leste forward, our unity must transcend political alliances—it must live deeply in the heart of every citizen, across every generation, from the capital and municipal cities to every suco and aldeia.
True unity does not mean the absence of political disagreement. Rather, it is measured by the strength of our institutional systems to manage those disagreements peacefully, transparently, and justly. Together, we must build a nation where every citizen holds an equal stake in our collective future.
Goin forward, we must create:
- Generational Harmony: We honour our sacred history by empowering our young people, transforming the resilient values of our past into dynamic tools for economic, digital, and social development.
- Inclusive Identity: We celebrate our diverse regional, cultural, and linguistic heritages under one proud flag, actively cultivating a society where women, children, and persons with disabilities thrive with absolute equality and dignity.
- Unshakeable Trust in Our State: We strengthen our national bond by ensuring that state institutions operate with absolute integrity, transparency, and merit. When justice protects the vulnerable and opportunity belongs to all, our national stability becomes permanent.

Pillar 2. National Sovereignty
Timor-Leste will transition from a legacy of passive diplomacy to an assertive, dignified regional presence as an equal peer within the region and on the global stage, under the doctrine of "Integradu iha rejiaun no iha mundu, maibé la mout" (Regionally and globally integrated, but not drowned). The candidate recognizes that 21st-century defence of sovereignty is fought on economic, digital, and legal fronts, not just physical borders.
The state will engage actively with international partners, but it will never merely follow. Timor-Leste's foreign relations and partnerships for development will be guided strictly by national interest and determined by the internal democratic processes.
The President will deploy the full scope of the constitutional authority to ensure that integration brings prosperity and regional strength, while protecting our laws, resources, and sovereignty from foreign capture or economic coercion.
Pilar 3. Social Justice
A society's true strength is not measured by the wealth of its capital or the status of its elite, but by how it protects and elevates its most vulnerable citizens. Social justice means ensuring that the legal and economic architecture of our state is designed to serve those who have been left furthest behind.
For Timor-Leste to transition successfully to a narrative of development, social justice must shift from a framework of charitable concessions to one of structural fairness.
The presidency will function as the unyielding voice of the marginalized to structurally check the concentration of wealth among urban elites. Grounded in the principle that economic development must serve the least advantaged, the President will deploy pre-budget dialogues (Fila Ba Foho) and tactical legislative vetoes to ensure the state budget directly funds rural healthcare, public education, and youth economic cooperatives.
"I will not offer a list of executive projects, nor will I promise ministerial programs that lie outside the presidency's scope. But I will make one solemn, unshakeable promise: I will never remain silent when the vulnerable suffer.
As your President, I will use the full weight of the Constitution to ensure our laws are fair, our national budgets protect the poor, and our state institutions operate with absolute integrity. We are Nasaun 1, Povu 1, Futuru 1—and a future built on justice ensures that the fruits of our independence belong to every Timorese citizen, in every suco, without exception."
Pillar 4. Systemic Transparency and Institutional Integrity
A nation's destiny cannot depend on the personal honesty of a few individuals; it must be guaranteed by the unyielding strength of its systems. True institutional integrity means designing rules so transparent that corruption has nowhere to hide, and building systems so fair that merit permanently replaces political patronage.
To dismantle deeply entrenched patronage networks, the President will serve as the gatekeeper of meritocracy by ensuring public incentives align with the common good. This will be enforced by championing a comprehensive Lei Ficha Limpa (Clean Slate Law) requiring strict asset declarations for high officials, guaranteeing completely independent judicial appointments, and pushing for digital e-government platforms to eliminate the secrecy where corruption thrives.
The Seven Presidential Red Lines
To maintain the moral authority required to unite the Republic, the Russuo’s will presidency establish an absolute zero-tolerance framework across seven critical dimensions of state survival:
- The eradication of corruption, nepotism, and the monetization of public office for private or patrimonial ("maun-alin") networks.
- The absolute prohibition of political interference, pressure, or manipulation within the judicial system and the courts.
- The aggressive disruption of transnational crime, human trafficking, mafia operations, and illegal financial networks.
- The prevention of state capture, ensuring public institutions are never weaponized by private commercial interests or criminal lobbies.
- The strict enforcement of constitutional discipline and institutional neutrality within the F-FDTL, PNTL, and intelligence agencies.
- A relentless stance against the exploitation of the vulnerable, including domestic abuse, child exploitation, and gender discrimination.
- The rejection of socio-political division driven by the weaponization of history, language, generation, or regional identity.
When these baseline boundaries of state survival are threatened, Joaquim “Russuo” Fonseca will not remain silent. He will actively deploy the full weight of the president’s constitutional powers—political vetoes, direct messages to Parliament, judicial referrals, and public appeals—to ensure the rules of the nation are upheld, its systems are preserved, and that Timor-Leste remains a fair, stable, and dignified home for every citizen.
